yes - in this case I would send her a letter of thanks and to let them know that you have accepted another offer. they know how much we thank you for your time and your respect for a good impression.

I think you should wait until you call. You can decide after all for the job, if it is a very good offer. You do not have the appearance unprofessional and later burn the bridges, you never know!
